Abstract. The article discusses the problems that arose during the preparation and consideration of draft legal acts. The author presents the problems of projects devoted to legal acts in the context of the legislative reforms of the RA, focusing on the study of international experience. The significance and role of the referendum as a means of expressing the will of the people is especially emphasized. Competent and precise adoption of normative legal acts contributes greatly to raising the level of democracy in the Republic of Armenia.
