Abstract. The Council of Europe was established on 5 May 1949. To achieve a greater unity between its members for safeguarding and realizing the ideals and principles which are their common heritage and facilitating their economic and social progress. The Council’soverall aim is to maintain the basic principles of human rights, pluralist democracy and the rule of law. The Council of Europe seeks implementation of this Action Plan in cooperation with European and other international organizations, notably the European Union and the OSCE.
